Sounds interesting! The Black Chested Buzzard Eagle is only found in South America, so it would be an extremely rare observation that has never been done before. Do you have any photos of it? The White-Tailed Hawk is a year-round resident of Texas and western Louisiana and can look similar to the Black Chested Buzzard Eagle if viewed at a glance or in bad lighting. It would also be a rare observation in North Carolina, but not as rare as the Black Chested Buzzard Eagle.
